The Impact of the PRINCE2 2009 Refresh and the PRINCE2 Qualifications

Why refresh PRINCE2?

Every few years the UK’s Office of Government Commerce or OGC, who are the owners of PRINCE2, review the method to ensure it meets the needs of users.

The OGC began a public consultation exercise involving more than 150 organisations and individuals, to gather opinion on the PRINCE2 project management method. The feedback was considered by a reference group consisting of trainers, consultants, academics and users in order to provide clear guidance on the objectives of the update.

Amongst other things, the outcome of this exercise suggested that the new manual should provide more guidance and less instruction. Integration with other OGC products such as Managing Successful Programmes and Management of Risk was also recommended. Users also requested guidance on tailoring the PRINCE2 method, particularly in small projects, along with help with soft skills such as change and people management.

What are the most significant changes?

The refresh of the manual updates and improves all aspects of the method but the underlying principles and content will remain largely the same.

The most significant change in the PRINCE2 2009 refresh is that there will now be two books: 'Managing Successful Projects Using PRINCE2' and a new 'Directing Successful Projects Using PRINCE2' manual which will be laid out in a way that makes them easier to understand and navigate.

The new manual 'Directing Successful Projects Using PRINCE2' will be aimed at the project board executives, board members and sponsors of projects. It will give them guidance on the decisions that they make such as: is it on track and should it continue; has it finished and has it achieved everything it set out to do. The introduction of this manual will lead to an additional qualification for Project Board Sponsors, which many people have wanted for a long time.

The other significant change will be to the PRINCE2 Process Model - this will be available for download on this website in the coming weeks.

How has the PRINCE2 'Managing Successful Projects Using PRINCE2' manual changed?

A number of new chapters have been introduced to the 2009 'Managing Projects Using PRINCE2' manual to explain the ‘Principles of PRINCE2’ and ‘Tailoring PRINCE2 to the Project Environment.’

Those people familiar with the previous version of the manual will notice that ‘Components’ and ‘Techniques’ chapters have been removed, in fact these chapters have now been combined into the new Themes section.

The newer version of PRINCE2 will significantly reduce the amount of processes and sub processes; in fact sub processes have been removed completely from the new method. They will now be called activities, so if for examle, you’re initiating a project, instead of having a number of sub processes that you have to follow, you will have five or six activities to follow, so it’s more practical.

The 2009 manual consists of the following chapters;

  • Introduction
  • Principles
  • Themes
  • Processes
  • Tailoring PRINCE2 to the project environment

How does the update affect me?

How will these changes affect you and your organisation and the way you run your projects?

The 2009 PRINCE2 manual is an evolution of the method and shouldn’t be regarded as a sweeping change. While the precise wording in the manual has been reviewed the content and underlying principles remain largely unchanged. This is the first time that the update has been referred to by the publication year, but this does not imply that the amendments are any more significant.

Those organisations and individuals using PRINCE2 should not be concerned that they have wasted valuable resources, as the method remains a proven way of managing projects. The 2009 update is only intended to refresh this approach.

Will the PRINCE2 examination structure change?

Alongside the new manual the APM Group will be introducing revised PRINCE2 Foundation and Practitioner examinations. The style and format of the both exams will remain the same and will be based on the ‘Managing Successful Projects using PRINCE2’ publication. These updated exams will be launched in July of this year.

All qualifications gained against earlier versions of the manual will remain valid. Students with the Foundation level qualification are not required to re-register. PRINCE2 Practitioners are required to re-register every 3-5 years. This ensures that they remain up to date with any changes to the method and the release of the new manual has no effect on this requirement.

There will be a transition period where candidates can choose to take either 2005 or 2009 format examinations. The 2005 examinations will be discontinued at the end of 2009.

From launch, the 2009 exams will also be available in the following languages, Mandarin Chinese, Danish, Dutch, English, French, German, Italian, Polish and Castilian Spanish.

Anybody who has studied PRINCE2 already will find that their knowledge is still valid and anybody who holds a Foundation or Practitioner qualification can transition to the new version quite easily.
